Trouble with Fix It Tool

My windows update has not worked for a couple of weeks. I downloaded the Microsoft Fix It Tool but when I run it I get a message “Service Background Intelligent Transfer Service (BITS) could not be stopped. When I go to services the status says “stopping” but it never goes to stop.
