Windows update site does not load, blank page only

When I try to check for updates, (going to [link] who then resolves to [link] ), the page is blank and never complete loading, (in IE8 the circle just turns for a good 2-3 minutes). Then I get an error “Internet Explorer cannot display the webpage”
