Well I figured it out or at least fixed it. I had added the Hyper-V role to the server, and after a bit of testing with Hyper-V decided that, at least for my P2V testing/ conversion purposes, VMWare Server was better for me. So I removed the Hyper-V role, and suddenly Windows Updates started working better,
