Win updates wont install- (after WinXP Pro SP3 ??)

It seems that after I installed Win XP SP3, when I do Microsoft updates no Windows Installer 3.1 listed. I went to [link] to dload and install winInstaller 3.1. It errored out saying that the version i have is newer (XPsp3?) There are 31 updates that are downloaded, but won’t install.
