Windows Defender on XP won’t remove spyware

I’m having a problem with a spyware program that installed itself onto my
machine. After using add/remove programs and deleting every program that
corresponds to it, it’s still there. I’ve also verified that all Microsoft
Updates have been installed if that helps.

I downloaded the Windows Defender program and it has identified it however
the program name and alert level are listed as “unknown” and the action taken
is “permit”. I can’t find anywhere that tells me how to change the action
taken and this program is not listed in the allowed programs area.
