Windows XP SP2 Automatic Updates Balloon

Hello, Prior to SP2 I was able to turn off Automatic Updates without any problems. Now that I have SP2 installed the computer displays a balloon with the following message every time I turn the computer on: Automatic Updates is turned off. Click this balloon to fix this problem.
