WUS breaks on VistaSP1 after installing Access 2003

I’m building a VM with Vista SP1 for a developer to use offshore. It seems that whenever I install Access 2003, I cannot get internal updates from our WSUS server. Using the Windows Update UI, I keep getting error 8024400E. This happens whether I try to go internal (WSUS) or external (windowsupdate.com) through our proxy server. The
