I had to change out the hard disk and do a clean install in early January. For convenience, I made a slipstreamed setup CD of WinXP with SP3 (downloaded from MS site).
It came without SP1, it’s a year old.

So you did install the latest Windows Update agent and the latest Windows installer? What about the last part - posting the last 50 lines of the log file after going to the given web page and doing a custom scan for updates?
