Try doing the updates in Safe Mode. It sounds like the installer is prevented from writing the final entries to the registry by a program (probably your AV software)

After using Windows Update on the 22nd of August, a message saying that the Windows Modules Installer quit working and the message keeps coming back. I tried the recommended tips from Windows but it still doesn’t work.
