I came back to let you know this site that gave me this issues found that if you shut off the smart screen it fixes this issue i asked about earlier,,they got it posted on thier site that they have made microsoft aware of it.

/Excellent/ question! NB: KB976749 is NOT a critical security update but a hotfix to resolve certain specific issues that can occur after you apply security update 974455 (MS09-054)! If you’re not plague by the issues described in [link] , you don’t need to install it (IMHO).

Tried downloading/installing manually? [link] ( [link] to go to a place where you can download for your OS/SP level.) (Read the “Known Issues” section carefully.) (As well as the “How to obtain help and support for this security update”

Your issues have nothing to do with Windows Update. As such, I am crossposting this reply to Security HomeUsers newsgroup. Does this happen at boot and does the red shield warning eventually disappear

Well, as Meinolf pointed out, for starters I would delete the uninstall files for one, and possibly reset the Windows Update folder.
