Windows update, XP service pack 2 downloaded but will not install. error code 0×800703E7. What must I do to install?

When I go to Microsoft Update, ActiveX will not run. It just keeps repeating the command to Run and does nothing. This has occurred since I removed Internet Explorer 8 and went back to 7.
