GPEDIT.MSC missing parts?

I opened gpedit.msc on a XP Pro (new Dell Optiplex 760 SP3) yesterday to lock it down as it is in a public place. When I drill down to the “Administrative Templates” it does not have the normal “Start Menu Desktop Control Panel” options to edit
