program downloading

I don’t if anyone has run into this , but hopefully someone has a answer, my wife’s laptop will not complete a download from any site other than windows update, and program updated already installed on the system. I tried to download firefox to see if this would help, but the download stops at 99% and stalls at that point, any help would be great.
