Windows Explorer Stops Responding During Boot-Up

I am running Vista SP2 32-bit along with Norton Internet Security 2009 (NIS). I have NOT installed any software recently without disabling NIS. All Windows Updates available have been installed with the exception of KB963707 and Internet Explorer 8.
