They didn’t. Likely the updates you are getting include the Compatibility Pack as something they need to patch

Windows XP updates not successful

I am continually getting told by XP (Service Pack 3) that updates are ready for my computer. When I try and install them, I get this: “The following updates were not installed: KB971486, KB969059, KB958869.” I went through my Windows Update history, and the first update that was unsuccessful was KB971486.
